High School Softball Team

Horizon Community Learning Center (HCLC) is the charter holder for two schools: Horizon Honors Elementary School (Grades K-6) and Horizon Honors Secondary School (Grades 7-12). The charter is organized with the following authoritative structure:

HCLC Governing (School) Board
Executive Director
School Principals

HCLC is organized in a manner that maximizes the involvement of all stakeholders including students, parents, support staff, teachers, administrators, School Board members and the community.  The key element to success is the ownership of each stakeholder in how that success is reached.  This approach emphasizes a shared process with a sincere commitment to decision making by consensus.

Charter Sponsorship

Horizon Community Learning Center is chartered by the Arizona State Board for Charter Schools.

Form of Business
Horizon Community Learning Center, Inc. has chosen to operate as a non-profit 501(c)(3) organization and has formed a corporation in the state of Arizona.  

The governing body for the corporation is the Corporate Board of Directors and the governing board for the schools is the School Board.

Corporate Board of Directors
The Board of Directors is comprised of three members:

  • Fred Neal*, President
  • Steve Holm*, Secretary/Treasurer
  • Kyle Pieratt, Member

The Corporate Board of Directors holds the school’s charter, employees the executive director and is the final authority for all legal and business operations.

School Board

The Horizon Community Learning Center School Board is comprised of four members:

  • Steve Holm*, President
  • Fred Neal*, Vice President
  • Donna Bullock, Member
  • Pilar Holtrop, Member

The Corporate Board of Directors appoints the board members annually. The School Board is responsible for the oversight of the schools' programs and operations including all student, personnel and financial responsibilities. School Board Meetings are held once a month at 5 p.m. in the Main Office on the dates listed below. Available board agendas can be accessed by clicking the associated date. Minutes from the meetings are available by request in the Main Office.
